www.cankoo.com is another one that has cPanel. There are a really good and friendly community. I don't even need hsoting but I stay in the community becaue it is pretty fun.

Here's another free hosting service with cpanel: www.labtechhosting.com . I'm using it right now and it's pretty good, with fast servers. Aditionally, no ads too so that is really good, they just require you to request on their forums...and there are no required forum posts or anything. This used to be viperhosting.com

Another free hosting site with cPanel that just came to mind is http://www.posting4hosting.com/forums. If you can tell by their name, it is posting for hosting, but their plans are mediocre. And they have no ads.

Also, why not trying http://www.host4free.info/ where you can search for a variety of free hosts? Most of them offer PHP, Mysql, and other neat stuff to built your website. Some have ads, while others don't. I believe i found labtechhosting there, i forgot.

Seems this thread has gone way off-topic. We are talking about free control panel options here, and not free hosts with cPanel just like what the last 5 or so posts have been referring to.
