namecheap.com its the cheapest as far as i know. or maybe you just have to look for coupons to use for godaddy registration.

That's better not to reg domains and hosting it with the same company.
As you need a Windows provider, use aspnix or aplusnet, I have heard they provide their services in a quality way.

Do you just want to try out the aps.net for testing purpose or live run your site? Since asp.net only goes for windows hosting, and windows hosting normally cost higher than linux plan, you can try register domain either at namecheap.com or godaddy.com. Look online for the promo code to get even cheaper prices.
