Is there any way in which I can improve my site backlinks in Google?

Since the last 3 months, I have been doing work for this particular auction site. In the last Google PR update, it got a PR2. Though it has only around 3 backlinks in Google, it has the capability of getting good traffic. In Google, I also wish to increase my site backlinks.
