Many free hosts have php and mysql but I can't imagine any can match the power and reliability of a paid host. I believe 000webhost.com is one of the most popular free hosts at the moment.

There are many good free hosts out there, and they are fine for hobby sites, etc. , however they will never be able to stand behind a service level agreement (SLA) like a paid host can.
