I have never heard of them. You need to do some search for their name to find out more.

Do the search for their reviews on the freewebspace forums. That is the best guide for free hosting

It's a reseller account or some such scheme. Path looks like this: /home/vol2/0fees.net/fees0_5233289/countyjail-inmatesearch.net - I don't know if this is near the top of the tree, but the nameservers belong to mx1.byet.org and that belongs to Byethost. I've used Vista Panel but it's a little trouble, like FTP is a premium feature and there are only a few upload positions, oh, and you have to delete any file before uploading a new copy, no overwrite option. This one seems cool because the file manager allows more upload slots and overwrites by default.

ns1.0fees.net (Look it up if you don't trust the Author. I'm hosting on 4 of the 5 ip addresses they use already, just with the parent company.)
ns2.0fees.net ( SEO At Work: Free Hosting For Different IP Address is a reference, allot of the free hosts I use for SEO and I recorded the IPs FOR EVERYONE)

It's US based, free, I use one for a two page site (one html, the other is results from page 1.) If you host with other free host, I can tell you to CHECK the ip of the nameservers to make sure you don't use the same servers with different affiliates.

    Keep it Str8!

I tought about using it but i decided to give IX Webhosting a try. I don't have to much experience so I really need a reliable support. Fortunately the IX support never let me down so far. I rather pay a few dollars per month for a good product and support than always getting into trouble with free products.

Not sure about Free web hosts.. You'd better choose paid one if you want to have reliable service.

Free hostings are never recommended (unless you're creating a personal blog or something). Still, if you need a free host, the following are popular ones:
    Freehostia
    Awardspace (just google'em)
