It's spamming. Submit no more than 1,000 per month. Work that out to daily or weekly if you want, just don't do it all at once.

Having 1000 pending links is still good as we all know that there are thousands of sites submitted daily, so that means that 1000 is quiet small number of pending sites.

It take months to review because good PR directories have a lot of site submit daily.
They have to choice for you, if you paid them, they will add your site shortly, whereas you submit for free, your site have to wait long and hope they will add.

If the directory is not indexed by google, it's not worthy to submit. Search the keywords about link directory, free link directory , free web directroy , etc , you 'll find lots of directories. Don't trust the lists of directories.

Not all directories are taking the shot with those keywords tough IMHO, the beast practice about submitting to free directories is that they are supported by some kind of portal/website that publishes fresh articles, especially with unique content.

I think NO. Because it takes time before your site will be listed or might also happen that your site will never be listed.
