All I know is they've launched a tool like that but it's not good to use because twitter users reported that specific tool. Well anyways you don't need that and use the twitter suggested friend and I think it may help you.

hummingbird is a pretty cool tool. If you can't afford it, check out twitter karma. I like that one, too.

twittradder is free but adds up to 20 people a time only.

twitter friend adder v2 by pyrogenics is also a nice tool.
