You can use link cloaking for the purpose of hiding your digg links, yes people do digg exchange and I dont think its a bad idea
Request for digg a story is totally illegal. Google already banned those websites where people make request of digg exchange. Thats why 99% forums does not allow only one percent allow but in private forums
Just digg links and get diggs back to your own links. Take back a lot of diggs by using this system.

Well Everytime I do it in this way. I give them my username and they fix it accordingly to my submitted links.

I would say that covers doing that.
