It depends on the standard of its KW Density of a website. Mostly 2 to 4% is the requirement, if you reach more than 4% that is called Keyword Stuffing. Keywords Stuffing is Where a keyword or phrase is used excessively in page content or alt tags in an attempt to gain higher rankings. Can result in page penalties or bans.

Keyword stuffing is frowned upon by search engines especially when the articles start to not make sense and are used solely for the purpose of having good rankings.

Its up for debate just how mant times that using the same keyword will impact the search engines, I've heard anything from 5 to 10,, but I've also heard of a percentage word use from 5% to 20%. I'm afraid there doesn't appear to be a hard and fast rule as to how many words is regarded as keyword stuffing.
