I don't want to try any risky techniques for short term improvements so what can help an established site move itself back up in the rankings? I believe they would buy directory listings in addition to Yahoo! and have resources for PR and article writing. They already spend a good chunk on Adwords and other media

Of course Google always support White Hat SEO. As you consider the words of Matt Cutts, they don't want any black hat techniques to dominate the Google search. But they are still working it out so I'm still waiting to update their spiders for that.

I prefer relevant forum posting coz' I want to gain reputation on that forum and a chance to be a moderator. Of course as a moderator, a bigger chance to have a traffic to your website by means of gaining friends as well as your fellow moderator.

Writing an article for your site is good but just make sure that it has no duplicate also.

i don;t usually update yet of course its recommended to update. if possible everyday. what i do is to list my site to popular directories or buy links to a high pr site.
which is whitehat and is very effective.
