Do you mean geo targeting??????? For that you need a special geo targeting ip database and the regarding scripts

It is hard to do that, and above 60% is considered as black hat SEO. You may get penalty for sure. Don't do anything that can harm your site. Just use normal SEO method.

Cloaking is a form of doorway pages and a black hat method indeed. But I think the thread starter was talking about url redirection, like 301 redirect or something like that. This is actually a search engine friendly method, which means that the site is permanently moved to a new location.
