It'd help more if you somehow get incoming links FROM high PR sites... Results would be even better if that belongs to your niche only. But yes, outbound links do help to certain extent (from authority and Google trusted sites like wikipedia, about etc.) if you outlink in-content rather than blogroll.

I think you are talking about outbound links to authority sites from your site. I hear it does help with SEO. Apparently in determining relevance of your site, the sites you link to are important.

This does not mean you should fill your site with outbound links. But a couple of links to authority sites could help....Or so we are told

No, putting links to "good" sites don't affect to your PR.
But putting links to "bad" sites will decraise your trust-rank.

I think it could help to get your site increase it's PR especially if that site is a high PR site and a dofollow site because it transmit google juice to your site also.

Yes that will help. But always PR well as today there is those sites with fake PR.
