I wanted to promote my site at Google. I've encountered the following site that supplies good deals for chewable calcium citrate, and I've noticed that it has high page rank. Now it's not a big site so how can I promote mine as well?

You know this makes sense oddly enough. I tend to do really well in position 3 and save a lot of money.

Firstly, use semrush to find what it ranks high for. And, then using seoquake on your Firefox to analyze other factors like backlinking source and density of keywords.
