It really depends on your requirements. For what keywords and for which search engine do you want to make SEO.

I agree with kay that rates are not fixed for seo, sem or ppc services, they can hire expert on less amount but for it, his experience and his technical knowledge pays more attention for it.

Usually hire a people to do SEO is really high price.
This is because doing SEO is time consuming.
You cant just do that in one day.
Sometimes it reach over 1k for an expert or a SEO company to do it for you.

There is SEO specialist who not too expensive but have less experience. And there is also a expensive one (will cost you a thousand $$) but their are have a lot of experience

The 64 million dollar question. There is a lot of factors involved. I have charged between ?500 and ?4500 for SEO work.

anyway, to hire a SEO specialist is not guarantee your site become on top position at SERP but they can guarantee your position will be better.

There is no guarantee of no 1 listing but good SEOs will normally find a placement in top 10 for selected keywords on landing pages.
