Link Pop and how to increase it?

So lately I've started a link pop campaign on my website but it hasn't gone so great. I've been posting on fourms for 3 way linking and have done tons of email marketing weekly on link pop. I think I am getting about 4-7 at most a week with links that are related to my website. I was wondering how are there ways to get more link pop?

First of all, you want to get as many of your links on other people’s sites – sites relevant to your content, or which webmasters feel will add value to their site. Non-reciprocal links will actually increase your link pop as opposed to reciprocal links because non-reciprocal links are one-way links that don’t benefit the linker

Another way to gain link popularity is to write articles, blogs, and make valuable contributions to discussion forums that will lead people to click on your signature link at the end and visit your site, thereby increasing your traffic.

Write articles that are link worthy. I have found the articles that get linked to most on my sites and blogs are articles that list useful things all in one place and articles that report on breaking news.
