Does PageRank still matter?

I read in some place that PageRank is not relevant anymore,
and that goolge abandoned it.
Is it true?
If Yes,
how google can decide which site should appear first on searches without it?

Yup quite true. If you're going to be the most viewable so you had to concerns about PR!

BTW my site has PR 3, is it considered to be a low or high PR?

PR means little to most people, as we should really look at traffic and conversions.

However a higher PR means your site will be indexed more frequently.
