Look around you, not that hard to find smudging tools. In Graphic Tutorials, and Full Signature Tutorials there's a lot of smudge tutorials.
i haven't used CS4 yet, so im not completely sure how to get the menu out. in any case, for the smudge settings, just play around with the scattering mostly. sizing and rotation are also good options to use, gives a nice effect. splatter brushes are good to smudge. also, you can download smudge brushes from deviantART with the settings and everything already there![]()

I don't have any pics sorry, too busy atm, but I'll screenshot you some later, but I can tell you how to do it right now
on the left task bar you press on the finger that's rubbing something
that's the smudge tool
the press f5
you get a menu
turn on
roundness jitter
angle jitter
size jitter
to the max
go to the tab on the side that says "shape dynamics" If you're already at that tab b/c I might be wrong about the name, just go one tab down
then turn on scattering, this depends on side of brush, but just make it enough to have a little scattering
and on the last tab, or second to last tab, there should be an opacity jitter
If you are feeling really special you can use this, I usually don't though
press f5 to close menu
on the top of photoshop you can also play with the strength, depends on what strength you want
and you can check the "sample all layers" check box, and that does what it says, samples all layers

The only brush you'll ever need.
I use a lot the 23px Chalk Brush..Different settings every times..Hard brush is great too..It's just 2 differents effect than can be bring on..
