I dont think vcc is risky. I have been using it for more than 4 years and I dont have any problem till now , thing is you have to give correct info to them

Well, it is depends on your luck. Using VCC is against the TOS in paypal, you can continues using it if they didn't detects it, but for safety, i still advices members not to risk it.
