I think it depends upon your account type,
if you are using personal account then no problem with that.

they charge 3% of the amount more $0.3 cents for cc payment even if you account if a personal account

Are you sure? Because I am getting TOS and little confused with it. If I upgrade my accoutn it will charge 30 cents fixed even if i get 1$

paypal charges you for your every transaction if it is less then 7000Rs.....

There will always be a fee if you receive funds from credit or debit card.

However, there is no fee if a customer pays with their Paypal balance.
