    Guys i am from Pakistan where Paypal services are not available.

    I want to know if i creat a account as American or India. Can i accept and transfer payment through unverified paypal account?

    and is there any excess charges to transact through unverified account?

    Dont think you can accept or send payment to unverified account no matter where you are.

    You can always accept and transfer funds, but you cant withdraw them. and no, there are no extra transaction fees for an unverified account. Just that, you have limited access to your account.

    I'd be careful with that, chance are your money might be locked/gone quickly. Yes you can accept/transfer funds without a verified paypal account (as long as its less than 2000$ or something like that), but if you register as american or indian you are supplying false information which you cannot backup when asked to. Paypal monitors 'fishy' accounts and some of these things can lead to an indepth check of your account which in your case would lead to you losing the cash thats on there:

    - being logged on with an IP from a country other than the country the paypal account is registered in
    - signing up and immediately doing a lot of transactions (you should let your account sit for at least 30 days after creation)
    - linked details (ebay and paypal work together)
    - unverified accounts (they get flagged easier for enhanced checks than verified ones)

    You can accept the payments. But I'm not sure is it legal or not legal. You need to carefully consider this.

    If you try to withdraw the your money you are surely gonna caught,so better try other option instead of paypal.

    Easy way out is to get your paypal verified. The easiest way is to buy a vcc.

    dont make an account as american, when you sign up paypal look you ip and note that you are not from usa and they put a limit for send money of $0.0 (so you cant send money
    ... ask to a friend to open an account for you
    ... also remember that usa accounts need a bank account to complete verification

    You cannot withdraw fund,but you can accept and transfer funds,but you can shop online for example if you want premium user rapidshare account then you can get it.
