Pay Pal Question

Guys i am from Pakistan where Paypal services are not available.

I want to know if i creat a account as American or India. Can i accept and transfer payment through unverified paypal account?

and is there any excess charges to transact through unverified account?

Dont ever think of doing this, you can face too many legal issues, as it would be fraud case, if your country is not in paypal list, its better you open an account with moneybookers, even they are good and trustable.

you can accept and always tranfer the money to that...
but you can not withdraw your money withous reaching a 7000Rs..
otherwise you will have to pay 50rs for each transactions...
