VCC(virtual credit card) maybe? Although i don't suggest it and personally would choose the bank account option.

Why is it that you do not want to use VCC? I have three verified Paypal accounts so far wherein I had used a virtual credit card. I haven't encountered any problem so far using them so I can't see the point why you would not want to use them to have your account verified. Perhaps you can apply for a credit card, here in our country Eon from Union Bank is the most suggested means since it is legal and can be trusted. I am not sure though if you have that in your place.

I verified my Paypal account very easily with the bank option.

After submitting the information to Paypal, they then sent two transfers of just a few cents to my account and then I had to verify the amounts that they sent and it was then verified.

Very simple and straight forward, and I have to add, that since then, I have never had any problems with the transfer of funds to and from my bank account into Paypal.

you can verify it by using vcc that is virtual credit card .
