yes if the site that has high pr and can send lots of traffics to your site, then there is no problem in buying links to do link building. But i prefer free link exchange, instead of paid

Exchange link will be a better choice. But you should exchange link with the same traffic and PR your site have. Buying links for me is not good because you can link free.
