It is a matter of traffic (amount of times people click to your site from that keyword search which in terms helps), keywords, backlinks, total time site has been around and content.

Its very difficult to say without checking targeted keyword,competition on keyword,quality of backlinks of all competitor's on that keyword and at last without check your website quality,content and domain age.So don't waste time to count backlinks and focus on building quality backlinks if you want to get rank high for your targeted keyword quickly.
