Obviously you need to build good quality backlinks for your site. If you get a link from a high PR good content site then it will help more to promote your site. But if you can manage both the quality & quantity in the same ratio then it will be the best for your site.

You have to do article submission, directory submission, forum & blog posting, link exchanges for your site to get backlinks.

Obviously, quality is main for getting back link and it should be related with your site. Quantity is also essential but it should be quality full.
