PayPal own that website. Example: Sitehoho.com - Sitehohosucks.com people will go to sitehohosucks.com and then go to sitehoho.com to see why. Then sitehoho.com gets traffic. If you get my drift.

I don't think it's legal at all, and I am surprised that PayPal is not taking action against these guys. Sure, hate sites pop up all the time, but that doesn't make them legal though.
