What is Joomla?

Somewhere I read that we can create website using Joomla. So I visited that site and tried to understand what Joomla is and what's exactly it is. But my English was so poor I could not understand the contents in their webpages properly.

I will be glad if you give me any small information about Joomla in a simple way. I mean about, What is Joomla, Is it paid or free? Shall I need to download any software from Joomla site? Shall I need to register there? Shall I need any programming skills to use Joomla? Don't I need any webhosting if I use Joomla?

Joomla is a CMS, content management system written in PHP.. You need o hosting account with PHP and MySQL database or any other Database Joomla support and you need to install it on your server or some hosting account and you later just need to use it, I think you should read more on their site, because there is a manual/documentation.
