Why does that sound like such a great idea? The only people that will visit that forum are advertisers that want to get hits. Anyone that might actually take the time to click on an advertisement probably isn't going to be there.

Well, it boosts post counts on your forum for one. The more posts on your site, the better. If people are going to join a forum, it shoudl have a lot of posts or at least a mediocre amount. No one wants to join a forum that's empty. And it's win win for both people.
