I am willing to setup my online seo/webdesign business.

- I need experts help, how can i start outsourcing, i am afraid if i will hire ppl and they will not deliver the work on time my client will angry upon me.

- I have no issue to pay my workers good rates, i will prefer quality over quantity.

- How to check before hiring if they know the job they are going to start?

- Do i need to pay my workers on weekly base?

Yes that is very normal in the SEO and web design business...
Designers do their own design for the clients. They later realise that is is more efficient to hire some extreemly cheap indian workers to do the design, while he can focus on the business.
Many web design/seo business´s works this way.
