I would use dreamweaver or something like that to start with. Once you start to learn CSS more you will be better off using notepad++ and coding yourself.

Dreamweaver i think, u is the fastest way possible to create a CSS layout.*U will be able to apply it to any page, first make an HTML page and save the CSS layout, set the layout accordingly.

For a newbie or intermediate in CSS, Dreamweaver is the best. I think most of the professionals and intermediate CSS use Notepad for CSS coding.

If you are starter and/or Intermediate in CSS or recently started using Dreamweaver. According to me, most Intermediate and Pro CSS use Notepad for CSS Coding.

If it is you are only beginners and intermediate / or CSS, you use the Dreamweaver. In my opinion, most of the middle and Pro CSS, I was using Notepad for CSS coding.
