I think it depends on your site's traffic and updates. Once you put a site up, it can take two weeks up to several months for your site to have PR and for the pages to get indexed.

PR is good for website, it depend on number of backlinks from another website to your website
if your website has a lot backlinks from high PR to you, so your site will get high PR...
high PR is good with the search engine, the higher PR the better result.

I thought page rank has something to do with how many traffic you have on your website/blog. I, too, am waiting for mine to have a page rank so I could at least participate more on tasks on a data entry site that I am in.

Mostly people said it 3 month, but sometime google pr update is come suddenly with only 1-2 month.
While waiting, concentrate on building backlink for your site especially from a site with high PR.
