If you think about it, with everything that has been published to help webmasters improve their search engine ranking the actual quality of searches has decreased. Does this mean google needs to change it's approach to how it ranks, so it can keep webmaster's on their feet?

If google lowered its standards then it won't be called the best. It needs to maintain its reputation and provide users with best results.
