Only once, That's all you need to submit it. Anymore times is a waste.

once maybe ever 2-3 months, google actually bans some sites that submit too often.

I also noticed that if google gets nice articles to crawl, they will do that automatically, no need of submitting, I personally experienced.I once made a blog, posted two articles and kept that for 15-20 days.Just put a traffic stat. When I checked i saw nice traffic.

I don't thing that you need to submit your website to search engines because they crawl it automatically with submitting in them.

You don't need to submit your site to search engine so often, only once is enough. After you have submitted your site to the Google, it ranks your site according to the usability, the given title and the range of traffics and visitors who often meets your site. If you submit your site continuously, the Google may banned your site.

    Hi,
When we update our site by adding or removing pages, tell Google about your site, such as when it was last update, how often it changes.Once you created this file, you can submit it as a Sitemap. If you do like this, no need to resubmit it.

Only once. You submit it once if you're actually going to submit it and just let the robots to their job.

How do we tell Google when we are updating our sites? Is Sitemap a tool to help us to do this? Or it requires manual process to tell Google?

I think I have submitted my blog to Google two times. I do not know if we are required to do so.
