Do you mean adsense click through rate or are you talking about advertising your forum via a PPC program like adwords

Increasing the CTR of adsense on your website is achievable but you will have to do some testing. What works well on one site may not be so effective on another so testing is essential

Having said that there are some general rules of thumb that seem to apply on most websites. They are discussed at No adsense clicks
Following those tips should be your baseline. Once you have implemented them and are getting visitors you should run some tests regarding format, colour, position etc and compare it to your baseline.
