If you want to increase your web rank so you have to do some process like first you have to submit your url in DMOZ which is containing directories of different website.After you have to create your Blog and put your url in your Blog.When anybody visit your link then Google provide back link its depend on how many clicks are hits on your url.You also do the Article submission,classified submission etc.If you have more back link then Google increase your Web rank.Hope this will help you.

Im not sure anyone has read the question properly No one asked how to improve an existing rank, but how to get ranked in the first place.

Google will eventually find your site should you not request them to crawl you earlier. To speed up the process simply submit your site to Googles /adurl page Add your URL to Google Google dont guarantee that they will search your site a rank it but they do a pretty good job

To get ranked in Google, you need unique content in your site, keywords on your site and many backlinks..

How to get backlinks
1.) Directory Submission.
2.) Article Submission.
3.) Blog Commenting.
4.) Link Exchanges or Purchase Links on good websites.
5.) Submit it to social bookmarking sites.
