I am a newcomer in this forum. I don’t know everything in this field but can I get your advice and some basic ideas so that I can easily overcome my problem? I have started doing this with the fullest energy. But now as the time is passing I feel disappointed. I have failed in many ways. I am bound here. Can you tell me whether it is possible to see my site on page number 2 of Google or not. I need to see this after opening it with IE. I have tried this earlier with Safari and I have seen my site on page number 3. Can you tell me what the reason behind this is?

This is not possible at all..even every browser result will be same..there must be some mistake from your part..

Your rankings get influenced by many factors...one of which is Browser settings.
Make sure you are clearing your cache and cookies while checking your rankings also, For the Searching - you can make sure you always check the same way...
* Logged out of G Accounts
* Opted out of Personal Search
* Use the same computer
* Use the same browser
* Use the same Search page
* Use the same Search settings

Once you get to know your real rankings, sans any likelihood of "bias" interfering, you’ll be in a better position to optimize your website for improved rankings.

IE and Google chorme sometimes gives wrong page rank. That's why you should change your browser.
