Organize contests that will make your forum active and popular.
A successfull strategy(that've workes for me many times) is to save some money and start a contest like 1-year free hosting to one lucky member that has reached 50 posts by the end of the week. So you get like 10 members reaching the 50 posts and you get 500 posts/threads plus for your forum and you've spent only 40 dollars(for a simple professional hosting package). Or save 30 dollars and start a content. 3 Lucky members that've reached 100 posts in any category by the end of the month are in the draw for 3 free .com domain names of your choice!

Promoting the contest is an other, quite easy(at least i think it's easy) task. And voila! You started having active content and probably meanwhile you have your forum more popular, get new member registration and probably have a somewhat income.

Referral contents is a good idea too, but imho you should have a very big prize($100+).
