Also how can i keep a sub-forum where points are deleted for posting a new thread. (like the Other Offers & Requests forum in Hostbidder).

I don't think phpBB supports sub forums. There are a few hacks/modules for it though that should enable that feature.
Create a new usergroup called Moderator or something you like and then edit it's permissions. There are moderator permissions there and just set them to yes.

I know it's OT, but stuff PHPBB! Seriously, get SMF. It's amazing, it's customizable, it's simple and professional. It's unique, it's so many good things! I reccomend everyone get one, I am so pleased with mine and I havn't even finished sorting it out yet, that's how great they are. And should you encounter any problems, there's a forum where you can get answers quite quickly! Good luck! :thumbsup:

who are not spamming and make them as moderators
send them an invitation whether they are willing to act as moderators if they are willing make them as moderators

To make member a MOD:
Look up the member access levels, and mae them a user for every/one forum.

He has to set the user permissions in their profile in the Admincp, SMF sucks, theres no good skins for it and it can hardly be customized to suit the user. the way phpbb can, you can add subforums by installing the Simple Subforums mod along with the ExtremeStyles Mod.

well to make each individual person a moderator of a specific forum, scroll down to user admin then permissions. Then simply check is moderator for all. Or you can create a group called moderators by going to group admin then management. And then click on permissions and set them as moderator. Be sure to make this group closed so no normal members can join it!
Also about the subforums, there is a mod for that. And the point mod is called Cashmod. Search at phpbb.com
