To create a icon there is no such software. U have to just draw (create) a icon on the drawing software like Adobe photoshop or Corel draw or paint, etc.

There are easy to use logo builders out there (some are free) but to have a very customised icon then you need to listen to Amar and use something like Adobe Photoshop. It's not too hard to use after a week of practice...

You can always search for them online, or google them up, but there's nothing like designing them as per your will.

Photoshop is the best icon maker and Adobe Fireworks CS3 same as "Photoshop".

Adobe photo shop is enough to creat any graphics including Icon and logos

You can even use a pluggin of adobe photoshop to convert an image into an icon/ animated cursors + icons can be best created using Cursor Builder gr8 s/w

You can make your own icon by using MSPaint also.
You have to save the file with .ico extension.
