My friend is looking for a quality dedicated server in the Netherlands Xeon 3210, Ram 3 GB, 2x500 GB HDD SATA and 100 TB Bandwidth at 150 euros - what company is able to meet my needs?

I think you should also consider Intel® Core™ i7-920 series, because i7 has a higher base frequency, but I admit that extra Xeon cores should provide more performance by given software uses them. My recommendation is based on theories, because Intel benchmarks seem to keep off exact comparison between them. In addition, overall cost of the Xeon you may find higher, however, it all depends on budget. But in my opinion you should check whether you really want the extra features of ecc memory supported by the Xeon or not...Its all start from there....

For European dedicated host; you should consider UK web hosting providers, their peering their peering across EU is good enough to ensure you have standard class service and access. It could turn out to be worthwhile.
