I assume you have a new site and have not done any of this before. First a correction page rank is not for a web site, it for a page in a site, you will find that each page has a different PR.

To explain in simple terms Google pagerank is determined by an algorithm produced by Google dependant upon the number of links to your site, and the PR of the page linking to your site. As a general rule the greater the number of pages linking to you, the greater the PR. Pages that have a higher PR and link to you will boost your PR more than those linking to you with low, or no PR. Now thats all on the plus side, so Google now subtracts the links from your page to other pages.

And no its not the same as pigeon rank.
