Traffic is the amount of visitors in your site. According to Wikipedia, "Web traffic is the amount of data sent and received by visitors to a web site".It is necessary to manage the web traffic because, too much web traffic can dramatically slow down or even prevent all access to a web site.

That depends on many other variables of the site. The amount of data is not fixed for per user.
