    I would have to say Wordpress is the best CMS out there in my personal opinion.

    for blogging its wordpress, and if you are going for social bookmarking its Hotaru and 2nd is Pligg.

    When you ask for feedback about the best CMS, mostly people vote for the one they currently use. Personally I use WordPress, but have experience with number of CMS. The fact is, there are some positives and negatives about them all. And you need to understand non of them are magic wand, but all of them are simple, and if you mastered in the coding, you can produce a very fine results.

    Personally I use Joomla and I think it isn't bad for CMS. I have heard that Wrodpress for CMS. You may try to use both and then can select which one is best?
