You have to have a design that is non-offensive. I don't mean not rude, vulgar, whatever (although obviously it shouldn't be that either), but it shouldn't be painful on the eyes or mind to view. However, content is king. An empty forum is like a sweetshop that has sold out of everything but stays open, nobody is going to bother going in.
