I want to know that which strategies are more useful for increase site PR. I want to know that increase do follow back links and quality content is sufficient for increase site PR or not.

Basically, link juices (PR percentage) are passed on when the link has no rel="nofollow" directive on it. Dofollow is the absence of rel="nofollow" in the linking code. ex. <a href="link">. So, a dofollow backlink really is a factor in increasing site's PR. Backlinks spell the most out of PR. If you want to have high PR, you have to obtain links from web pages that have high PR themselves as much as you can (and good luck, because these high-PR backlinks are mostly hard to earn). Quality matters more than quantity, that's one golden rule in gaining PR.
