I am doing work on article submission, blog commenting, forum posting, directory submission and social bookmarking. I want to know that which seo tactics will be more effective for increase site traffic.

How about copying some contents from a famous website, post them as your own and put the date as way before the content was published, then sue that famous website for plagiarizing your contents, make it known to the paper, and see what happen to your site traffic. :p

Most press release sites are not dofollow, some even don't allow a live link inserted. However, you could get relevant traffic from this activity if you learn to keep a list of those Press Release sites with good traffic.

Well, if getting attention is the main point, as you're saying, then having Press Release sites that are Dofollow isn't anymore necessary. You can get the attention you want with nofollow Press Release sites. However, if you are having Press Release sites to serve your links link juices, then there's a necessity to consider only Dofollow ones.

And you're saying "all true Press Release sites are Dofollow"? Well, I'd believe you only if you could show me some list where it is really true.
