No, most expert writers generate ideas from different contents. Then they create their own articles. Reading and increasing knowledge has no any copyright issues. But some people will exactly copy and paste the contents from different places, which is wrong.
I think rewritten articles is not an stolen one. As eastwest said most article writers get their idea at other articles. When you right articles you don't need to copy the whole or don't make it exact.
Depends. If you are writing a book (or novel), no matter how you want to rewrite it, if the main ideas are about the same, you will be sued (specially if you make big bucks with the book).

If you rewrite it word for word, sentence by sentence, then it can be deemed stolen content -- unless, of course, if the article is yours to begin with. In this case, you can mess with it in whatever manner you please.
If you do a complete rewrite, e.g. a 100% unique rewrite, then the resulting article can pass up as an original IMHO.
To avoid copyright issues, I always attribute ideas/thoughts/passages to their authors even though I've completely rewritten the source text.

What is the writing for? If you take an article and the content from an article and completely rewrite it, technically it is not stolen. Today, it is common for people to rewrite articles and use the information as web content. This is the biggest practice today with web writing. People take articles and completely rewrite them. This can be very frustrating for many writers, especially if it is their article.
I think if it's the article is about a general idea, then you rewrite then that is not stealing. However, if the article talks about a specific idea, even though you have rewritten it in an entirely new article, you should at least give a hat tip to where you read it from.
