Western union in adsense

I am using it from last 2/3 years, but in my friend adsense account this option is not available?

anyone knows its reason? i personally see his adsense account, in payment option there is only 2 options availble no western union

he is from Pakistan and i am also from Pakistan, i receive many times cheques and now receiving it from western union, I can see option of western union in my account, but in his account this option is not available
