Bump! This thread need more attention.
Honestly, I think this promotion might induce more of a spam-type kind of post. You might be getting people who simply respond by saying ten words and call it good. That wouldn't quite build the community the way you would like, then again, that's not my call.
This promotion is also going to be hard for people who join the forum late. I mean, its pretty motivating to join the forum when it first starts and be ahead for a while, but why join when someone is already at 150 posts and all they need is 50 more while you need to post 200?
Thats just my two cents.

First of all, we gotta get rid of spam like the two posts above me so that senseless spamming does not get rewarded.
Actually, I can't think of another way to give members incentive to post. I was trying to do some research on similar situations where administrators try to get members to post. I tried to come up with several ideas. One solution to giving late joiners some incentive to post is to have maybe a monthly drawing for the top X posters or posters with more than X posts. I don't know how long you could keep that promotion going depending on the funds you have to spend. That, however, wouldn't get rid of the "quality" of posts problem. The only solution I can think of for that is to have some kind of "rating" system for posts, but that is sometimes inconvenient.

Actually, I was thinking to just spend all the money on advertising and do no incentive at all. We could've some quizzes for money but that's about it. GGT need more quality post over quantity.

The problem with spending $50 on advertising is you should wait until the forum builds a little more traffic. If you spend $50 on advertising a forum that doesn't have too much traffic, people will just see the forum, then they'll just think, "Oh, this forum doesn't have very many posts, I shouldn't spend my time here." Now if they see a big community where they think they can benefit from reading posts and posting, then they'll stay. Again, these are just some thoughts I have on the promotion; don't take it all to heart.
It looks like somebody earned more than 200 post, but with the quality of post he/she made it looks like the admin failed its objective to have a forum of discussion and only got non cohesive post. Maybe or maybe not you will agree with me but that's only my opinion. But regardless of the output and base on the rule of the contest, still I belive he wins the contest.
If the admin still open for suggestion, my idea is this.
Search for the most popular thread within the period of contest and the author of that thread will be the winner. The author for each thread he/she open should not post more than one. If this is the case, most members will open quality thread and surely quality thread get responses in a way of post by other members of which each post by the other member can be consider a vote.
How about that admin? Also, are you still searching for moderators? I am interested admin...
