I think u never have a new chance with Adsense again.
You should better find another PPC networks, such as Adbrite or Bitvertise.

Adsense check carefully the application when u sign up again, and they always denied you.

NO. You can't use your banned account and you can't register again using same name and address.

Once your adsense account got banned, you can't use it anymore nor signup for another account.
